Eight Uttar Pradesh ministers left on a five-nation tour on Wednesday and a cultural event of the ruling SP with Bollywood stars in attendance went ahead, drawing fire from opposition parties over the "fun and frolic" when Muzaffarnagar riots victims were "suffering".
