Does India need stricter Juvenile Justice Act?

In Nirbhaya case, the four convicts were awarded death penalty by Delhi High court in September 2013 (one accused committed suicide in Tihar jail), big questions still looms for the juvenile, who will escape with lighter punishment in December 2015.
